The Ninth & Jefferson Building is a 14-story medical office building located on the campus of Harborview Medical Center, a hospital, research facility, and trauma center operated in partnership by King County and the University of Washington. The building houses numerous medical clinics and research laboratories, as well as King County’s medical examiner and civil commitment court. The Ninth & Jefferson Building was originally conceived as a University-managed GCCM (General Contractor/Construction Manager) project to be funded by King County general obligation bonds, but cost overruns on an adjacent GCCM project brought the Ninth & Jefferson Building project to a halt. King County opted to restructure the Ninth & Jefferson Building project as a Public-Private Partnership, using 63-20 bonds to finance the project and private-sector development expertise to design and deliver. The re-conceived facility came in at nearly half the cost of the original GCCM estimates. It opened in 2009 and in 2011 was awarded BOMA Outstanding Building of the Year.
PFG staff led this project while employed at National Development Council (NDC), where they created the Special Purpose Entity that issued bonds and oversaw all project related activities. In 2015, NDC’s Public Facilities development arm left NDC to form PFG. NDC currently maintains ownership of the project on behalf of King County.
