Radford Court is a 399-unit student apartment community developed for the University of Washington, replacing the WWII-era military housing that was previously on the site. It offers housing to students with families, faculty, and staff in a natural setting just 3 miles from the University. The project was structured as a Public-Private Partnership, financed using tax-exempt 63-20 bonds and designed and constructed with private-sector development expertise. Initial neighborhood opposition to the project was addressed by the development team, with principals meeting with residents and neighborhood groups through the design and construction process. Completed in 2001, ownership of Radford Court reverted to the University in 2011.
PFG staff led this project while employed at National Development Council (NDC), where they created the Special Purpose Entity that issued bonds and oversaw all project related activities. In 2015, NDC’s Public Facilities development arm left NDC to form PFG. University of Washington has refinanced this project and has full ownership of this project.
