The Riverside County Law Building is a three-story LEED Platinum office building developed through a Public-Private Partnership to house the County’s District Attorney, Public Defenders, County Counsel, and law library. The County opted to structure the project as a Public-Private Partnership in order to meet a strict deadline for project completion. Through a multi-phase RFP process, the County selected a team to deliver the facility using tax-exempt 63-20 bonds and private-sector development expertise. The final project was delivered 4 months ahead of schedule and $4 million under budget, with the majority of the project savings flowing back to the County for rent abatement and facility improvements.
PFG staff led this project while employed at National Development Council (NDC), where they created the Special Purpose Entity that issued bonds and oversaw all project related activities. In 2015, NDC’s Public Facilities development arm left NDC to form PFG. NDC currently maintains ownership of the project on behalf of Riverside County.
